Jokes, most likely sold by subscription, from a second-tier joke service, aimed at speakers at Rotary Clubs and other similar social organizations. An ad in one issue offered to supply a 10- or 30-minute speech for as little as $1, with exclusive rights to the content in the speaker's town or city. The various issues are dated as early as 1938 and appear to extend early into the Second World War.
